Professional Biography

     Mike Scullin is Founder, Owner and Principal Consultant at Scullin Consulting, LLC, where he is engaged with clients to develop, define and implement operational strategies that help make lasting improvements to their performance. Specifically, this work has included helping clients identify process improvements, strategic misalignments, change management optimizations, as well as improvements to sales, marketing, government affairs/public policy and intellectual property valuation strategies primarily in support of the telecommunications industry. Representative clients include Motorola, Freescale Semiconductor, WFI Government Services, Vivato, Optimum Communications and various venture capital firms and broadband networking startups. Notable engagements include:

     Previously, Mike was Vice President of Business Development and Government Affairs for Vivato, a network infrastructure startup and manufacturer of industry's first Wi-Fi switches for enterprises and service providers, where he lead the identification, development and closure of new market initiatives and strategic alliance opportunities, conducted government affairs and managed corporate legal affairs, with particular emphasis on complex contract negotiations, intellectual property, communications and trade. He was instrumental in raising almost $70M from tier-one venture capitalists in arguably the most challenging environment in history, and was key to Vivato's selection as a 2003 FierceWireless "Fierce 15" member, an annual list of the top emerging wireless companies.

     Prior to Vivato, Scullin was Vice President of Business Development for Xircom, a publicly traded network equipment manufacturer, where he led all business development, research and development, strategic alliance, investment and M&A activity. He also spent 7 years with Vodafone AirTouch, serving as Director of Technology and Regulatory Affairs (regulatory advocate for Vodafone AirTouch and Globalstar in Washington), Director of Advanced Technology and Strategic Relations (business development for global R&D group), Director of Digital Network Development (operational rollout of CDMA infrastructure to key markets for AirTouch Cellular) and Manager of Technology Transfer and Licensing (for PacTel/AirTouch International).

     Mike has also practiced patent law, consulted for Booz-Allen & Hamilton and served as a Submarine Officer with the U.S. Navy. He received his Juris Doctor (JD) from the Catholic University of America, Master of Engineering Administration (MEA) from the George Washington University and Bachelor of Science (BS) from the United States Naval Academy.

     Scullin is a periodic speaker/panelist at government, industry and education sponsored fora, including: University of Southern California Marshall School of Business ("Converting Technology into Profits") and University of California at Berkeley Haas School of Business (Telecommunications Economics, Policy and Strategy - Case Group 6: "New Ventures in Telecom"); The US Department of Commerce Roundtable on Unlicensed Wireless Technologies, panel topic - "The International Environment for Unlicensed Technologies", moderated by Ambassador David Gross and then FCC Commissioner, Kathleen Abernathy; and most recently, moderated a panel at WCA 2007 - "Understanding Breakthrough Telecom/IT Efficiencies in GSA's New NETWORX Contracts" with panelists Chris Hill, VP of Mobility Solutions at AT&T Government Solutions and Paul Kennard, CTO of Harris-Stratex Networks.

     He is also a member of the Board at the Wireless Communications Association International (WCA) on behalf of WFI, is a member of the Federal Communications Bar Association (FCBA) and is periodically quoted/published in industry news journals.
